Background:
Diamond Galaxy Partners LLC is constructing a retail shopping center at 1527 S. Airport Way. The center will include, one major grocery store, retail shops, quick service restaurants, a car wash, a fuel stop, and a cellular tower.

The offsite improvements on S. Airport Way and W. Atherton Drive will include street resurfacing, traffic signal improvements for S. Airport Way at W. Atherton Drive and Langum Way at W. Atherton Drive; medians; signing & striping; drainage facilities; street lights; and utilities.

At this time, Diamond Galaxy Partners LLC, the owner/developer of the new retail shopping center located at 1527 S. Airport Way is seeking to enter into an Improvement Agreement to construct the offsite improvements.

The owners have worked with the City to complete the agreement for work in the public right-of-way and have submitted the required bonds. With this action, City Council will be approving the Agreement for offsite improvements for the new retail shopping center located at 1527 S. Airport Way.

Fiscal Impact:
The Developer, Diamond Galaxy Partners LLC, will receive credits toward the Public Facilities Implementation Plan (PFIP) Transportation fees in exchange for constructing the PFIP-eligible offsite frontage improvements along S. Airport Way and W. Atherton Drive. The credits for this work total $1,810,127. If the credits exceed the PFIP Transportation fees, the additional amount will be added to the PFIP liability list for payment at a later date.
