Background:

On January 23, 2026, San Joaquin County released a Notice of Funding Availability (NOFA) for Permanent Local Housing Allocation (PLHA) funding to support emergency shelter and navigation center operations for individuals experiencing or at risk of homelessness.

 

The PLHA Program was established through Senate Bill 2, known as the Building Homes and Jobs Act, and provides ongoing funding for housing and homelessness-related programs throughout California. PLHA Activity 6 funding is designated to support emergency shelter/navigation center operations and supportive case management services. San Joaquin County is responsible for administration of the funds.

 

The City of Manteca applied for PLHA funding to support operations at the Unsheltered Emergency Center/Navigation Center located at 555 Industrial Park Drive. The Center operates 24 hours per day, seven days per week and provides shelter, meals, hygiene services, case management, housing navigation, and outreach services for individuals experiencing homelessness within the community.

 

The City has been awarded $205,324 in PLHA funding to support ongoing operations and services at the Unsheltered Emergency Center/Navigation Center.

 

Fiscal Impact:

Staff recommend accepting the grant funds and approving revenue and expenditure appropriations in the amounts of $205,324 in the HUD Grants (Fund 141).

 

There is no General Fund impact.
