Adopt a Resolution accepting the AFG Grant (EMW-2025-FG-01350) in the amount not to exceed $952,072.72 for Paramedic Training and related staffing backfill over the two (2) year period of performance, approve appropriations in the Fire Grants Fund (Fund 120) and Measure Q Fund (Fund 105), and authorizing the City Manager or designee to execute all grant-related documents, and take all necessary actions to carry out the purpose and intent of the resolution.
body
Background:
The Federal Emergency Management Agency (FEMA) has awarded the City of Manteca $952,072.72 through the Fiscal Year 2025 Assistance to Firefighters Grant (AFG) program. The award supports paramedic training for ten Manteca Fire Department personnel and staffing backfill while they attend training. The performance period runs from September 28, 2026, through September 27, 2028.
The total project budget is $1,047,280.00, consisting of $952,072.72 in federal funding and a required non-federal City share of at least $95,207.28. The project budget includes $171,400 for paramedic school tuition and fees for ten participants and $875,880 for 12,000 budgeted hours of staffing and backfill to maintain coverage at all five fire stations.
The City must accept the award through the FEMA Grants Outcomes (FEMA GO) system before requesting or receiving federal funds. The award incorporates FEMA’s agreement articles, the approved application and scope, and program requirements. Changes to the approved scope of the budget that require FEMA approval must be submitted through the grant amendment process.
Fiscal Impact:
Staff recommend accepting the AFG Grant in the amount of $952,073, and approving revenue and expenditure appropriations in the amounts of $952,073 in the Fire Grants Fund (Fund 120) and $95,208 in the Measure Q Fund (Fund105) .
