Authorize and approve the donation of retired Manteca Police Department Unmarked Vehicle, to the F.I.T. Ministry Ripon, CA/Central Valley Baptist Manteca.

Background:

 

In 2014, the Manteca Police Department purchased a 2011 Nissan Titan to be used as an unmarked vehicle for narcotic enforcement. This vehicle has been in service for approximately 10 years and now has approximately 145,000 miles. The truck needs body/paint work and repairs. The vehicle repairs would not be worth investing in for the city’s needs, using this vehicle for emergency purposes.

 

City staff was recently approached by Pastor Parry Dalzell Sr., with the F.I.T. Ministry. Dalzell explained that the F.I.T. Ministry is a faith-based program for addiction recovery. The program is sustained in part by contributions and gifts, along with a landscape service, worked by those attending the program.  The F.I.T. Ministry program is approximately 8-12 month long and is a live-in program, located in Ripon, near Manteca. F.I.T. Ministry is a Ministry of Central Baptist Church of Manteca. The program assists our community by providing shelter to those battling addiction, in hopes of bringing them to recovery to be productive members of society.

 

Pastor Dalzell advised the vehicle will be used for their landscape service. The participants in the program work in the landscape service to develop working skills, which results in additional funds to run the program. The current vehicle they own is beyond repair and they are in desperate need of another vehicle. With current inflation and high interest rates on vehicles, purchasing another vehicle has been out of reach for them currently.  The F.I.T. Ministry operates under a 501(C)(3).

 

The cost to take this vehicle to auction would provide the city with minimal proceeds, due to the value, needed repairs and condition of vehicle. The approximate Kelly Blue Book Value of this vehicle for trade-in/wholesale is between $2,904-$4,649, considering condition and needed repairs.

 

Fiscal Impact:

 

There is no fiscal impact to the City. F.I.T. Ministry will be responsible for paying all registration fees.
