Approve an agreement with Motorola Solutions for the Fire Department’s Radio Communications Infrastructure Upgrade (CIP 24009) for an amount not-to-exceed $1,599,499 and authorize the City Manager or designee to execute the agreement, and amendments up to 10% ($160,000) and all necessary documents.

Background:
The Manteca Fire Department's communication infrastructure urgently needs an upgrade to meet the demands of modern emergency response operations. The proposed partnership with Motorola Solutions will provide the necessary resources to implement a robust communication system that ensures the safety and efficiency of our fire services.
This report outlines the critical need for upgrading the Manteca Fire Department's communication infrastructure. The current VHF radio system, which has not seen significant upgrades in over 30 years, is antiquated and insufficient for modern operational requirements. We propose entering into a contract with Motorola Solutions for a comprehensive upgrade to an 800 Megahertz (MHz) radio network, ensuring reliable communication that meets the department's needs.
The Manteca Fire Department currently relies on a VHF radio system that:
• Lacks Reliability: Frequent communication failures hinder emergency response efforts.
• Limited Range: The existing system does not cover all necessary operational areas, particularly in rural locations.
• Obsolete Technology: The system is outdated, lacking essential features that modern communication demands.
These limitations pose a risk not only to the efficiency of operations but also to the safety of our personnel and the community we serve.
Motorola Solutions has provided a comprehensive plan for a system-wide upgrade to an 800 MHz radio network, which includes:
• New Hardware and Software: State-of-the-art equipment designed for enhanced reliability and performance.
• Ongoing Maintenance Plan: Ensures the system remains operational and up to date.
• The new system is designed to be forward-compatible with our existing hardware, ensuring a smooth transition without the need for complete equipment replacement.
Benefits of the Upgrade
1. Improved Communication Reliability: The 800 MHz system will significantly reduce the likelihood of communication failures during emergencies.
2. Enhanced Coverage: Improved signal strength and coverage, ensuring our personnel can communicate effectively across all operational areas.

Fiscal Impact:
Sufficient funding for this agreement is included in the FY2024-25 budget within the Radio Communications Infrastructure Upgrade project (CIP 24009) through a combination of the following funds:

The amount from General Fund came from the previously approved Station Alerting project (CIP 22015) that was terminated in Fiscal Year 2023-24 and budget rolled into the Radio Communications Infrastructure Upgrade project (CIP 24009).
