Adopt a resolution approving Plans and Specifications for the Woodward Park Splash Pad and Improvements Capital Improvement Program Project (CIP 24086), approving the California Environmental Quality Act Notice (CEQA) of Exemption determination, authorizing a Call for Bids, and authorizing the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution (exempt from CEQA pursuant to 14 Cal. Code Reg. § 15301(e)).

Background:
The Woodward Park Splash Pad and Improvements Project (CIP 24086) is a key component of the park's original master plan, aimed at enhancing recreational experiences and promoting community engagement. This project will introduce a unique serpentine splash pad, designed to provide a dynamic and visually engaging play area for children and families. The serpentine design will not only create an exciting, flowing water pattern but also serve as a central aesthetic focal point for the park.
In addition to the splash pad, the project will include various park improvements, such as replacement of the existing restroom building with a new premanufactured restroom building, a new pump equipment building, upgraded landscaping, enhanced seating areas, improved walkways, and accessible amenities to ensure the space is welcoming and inclusive for all visitors. The incorporation of these features aims to provide an interactive, enjoyable environment for park-goers of all ages, encouraging outdoor activity and fostering a vibrant community space. The project also incorporates an additive alternate of shade canopies adjacent to the splash pad.
Staff has reviewed and determined that the Project is Categorically Exempt under the California Environmental Quality Act based on Article 19 Section 15301(e), Class 1 “Existing Facilities”.
A Notice of Exemption will be filed with the San Joaquin County Clerk/Recorder and the State Clearinghouse for the Project within 5 days of approval pursuant to 14 Cal. Codes Regs. § 15094.
Plans and specifications are completed for the Woodward Park Splash Pad and Improvements Project (CIP 24086) and are available for review at the Parks Operations Office.
Fiscal Impact:
The Woodward Park Splash Pad and Improvements (CIP 24086) has a total project budget of $2,182,500.00 and funding is as follows:

A portion of this project is funded through the American Rescue Plan Act (ARPA - Fund 110 Covid Relief) and on April 16, 2024, O’Dell on-call service contract was issued to start the projects landscape architecture (Contract No. C2024-68). However, due to the scheduling and timeframe of this project, City staff requested a change in on-call service vendor. On October 1, 2024, Council approval of a new on-call (2) two-year-term service agreement with LPA, Inc. for a total not-to-exceed amount of $300,000 for landscape architectural, landscape plan check, and landscape inspection and project management (Contract No. C2024-159 / Staff Report No. 24-511).
The current construction cost base bid estimate is $2,753,500 which shows an estimated funding gap of $571,000. City staff plans to propose budget appropriation for the project at the time of construction contract award once base bids have been received. City staff plan to propose using Fund 500 Park Acquisition & Improvement (Account: 500.40.55.966-8300.23) for the additional construction funding needed for this project.
