Traffic Calming Measures on London Avenue |
Recommendation:

Approve Traffic Calming Measures (speed lumps) along London Avenue (between Genoa Drive and Nicol Way), adjacent George McParland Elementary School, and direct staff to take all appropriate actions necessary to implement the measures in accordance with the City of Manteca Traffic Calming Program 2025 Citywide Guidelines.

Background:
On September 16, 2025, the City Council adopted the City of Manteca Traffic Calming Program 2025 Citywide Guidelines (“MTCP”). The MTCP established a detailed five-step process for the City and residents to follow when working to address traffic concerns related to speeding.
The community along London Avenue (between Genoa Drive and Nicol Way), completed Steps 1 & 2 and City Staff completed Steps 3 & 4 of the MTCP. Step 5 will be completed following City Council approval. The complete five steps are shown below:

§ Step 2: Resident Petition for speed lumps
§ Step 3: List of Traffic Calming Requests
§ Step 4: Traffic Calming Measures
§ Step 5: Implementation and Assessment
The Engineering, Public Works, Police, and Fire Departments have gone through the MTCP review process and agree that speed lumps (Stage 1 traffic calming measures) at the subject locations are warranted. Following City Council approval, Public Works staff will install the speed lumps. Attachment 1 shows the proposed locations of the speed lumps.
Fiscal Impact:
There are sufficient appropriations in the FY 2025-26 Operating budget in the TDA/Local Transportation Fund (Fund 460) for this expenditure.
