Adopt a resolution accepting Federal and State Emergency Solutions Grant (ESG) for the Unsheltered Emergency Center in the amount $21,960 (Federal) and $9,640 (State); approving budget appropriations of $31,600 to General Fund Intergovernmental Grant Revenue and General Fund Homeless Program Expenditure accounts; and authorizing the City Manager to execute grant agreements and all associated documents.

Background:
The Emergency Solutions Grants (ESG) program is a federally funded initiative designed to assist individuals and families experiencing homelessness or at risk of becoming homeless. The ESG program provides funding to:
• Improve the quality and number of emergency shelters for homeless individuals.
• Rapidly rehouse homeless individuals and families.
• Prevent homelessness by offering essential services and operational support.
The Federal ESG program is administered by the U.S. Department of Housing and Urban Development (HUD) and allocated to local governments to address homelessness in their communities. State ESG funds, provided through California’s Department of Housing and Community Development (HCD), complement Federal ESG funding by addressing state-specific priorities and needs for homeless services.
In December 2023 and 2024, San Joaquin County - Neighborhood Preservation Division released the Notice of Funding Availability for Federal Emergency Solution Grant (ESG) in the amount of $250,000 and $246,142 respectively, and State ESG in the amount of $199,467.
The City received a total of three (3) ESG awards:
• 2023 Federal ESG: $8,850
• 2024 Federal ESG: $13,110
• 2023 State ESG: $9,640
The combined Federal ESG awards total $21,960, while the State ESG award totals $9,640. These grants will support the operational costs and service at the Unsheltered Emergency Center located at 555 Industrial Park Drive on a reimbursement basis.
The delay in receiving and processing these agreements was due to changes in staffing and divisions within the County. The agreements have since been finalized, and the City is now prepared to accept the funds. Per the “Time of Performance” sections of each agreement, each agreement shall remain in effect as long as the City remains in control of the ESG funds.
Fiscal Impact:
The grant funds are reimbursable, which means there will be a temporary impact to the General Fund reserves to initially cover eligible costs; however, the General Fund reserves will be restored upon submission of eligible expenses. Accepting the grants will allow the City to allocate resources to other critical needs and priorities while enhancing community services.
Staff recommend budget appropriations of $31,600 from General Fund Reserves to General Fund Intergovernmental Revenue and General Fund Homeless Program Expenditure account lines.
