Background:

The Denali residential subdivision (Denali) is located in the southwest area of the City of Manteca (City), outside the jurisdictional boundary of the South San Joaquin Irrigation District (SSJID). Because it is outside of SSJID’s boundary, the subdivision does not currently have a terminal stormwater discharge location. As part of the City‘s approval of the Denali subdivision, the City conditioned TH Denali LLC (Developer), to construct an oversized stormwater retention basin that was designed to accept and percolate the stormwater discharges from the subdivision in compliance with the City’s Storm Drain Master Plan.

 

The oversized stormwater retention basin is not percolating as designed and consequently requires a temporary stormwater solution until the City’s Zone 36/39 Outfall project (Outfall) is complete to provide for Denali’s terminal discharge.  While the Outfall will provide for the terminal discharge for the greater southwest area of the City, the first phase is currently under construction, the second phase will begin construction later this year, and completion of the final phase is estimated within two to three years.

 

Similar to the Denali subdivision, Manteca Unified School District (MUSD) is currently developing its Tara Park School (Tara Park) site that is also within the southwest part of the City and outside of SSJID’s jurisdictional boundary with its terminal discharge to also be provided by the Outfall. To progress with the Tara Park site’s design, MUSD also needs an interim drainage solution until the Outfall is complete.

 

To provide a temporary stormwater discharge solution for both Denali and Tara Park, City staff worked with SSJID and MUSD to obtain a license agreement between the City and SSJID that will allow both sites to discharge to SSJID’s system through the City’s existing connection to Drain 8. The Developer will construct a storm drain force main from the Denali Stormwater Retention Basin to the City’s existing force main just upstream of Drain 8. Tara Park will be expanding the Denali Stormwater Detention Basin to accommodate its flows. Both sites will discharge through the proposed force main.

 

The SSJID Board of Directors approved the License Agreement at its September 8, 2026 meeting. MUSD staff support the proposed License Agreement.

 

Fiscal Impact:

The annual cost is approximately $12,500 and there is sufficient funding in the FY26/27 budget.
