Recommendation:

Adopt a resolution approving Amendment No. 3 to Agreement C2025-04 with TRC Engineers, Inc. for the Main Street (Northgate Drive to Alameda Street) Bike and Pedestrian Improvement Project CIP No. 20005 in the amount of $18,460.28 for a total not-to-exceed amount of $314,757.40 and authorizing the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
The Highway Safety Improvement Program (HSIP) is a federal program that funds transportation-related safety projects, and among them was the Main Street (Northgate Drive to Alameda Street) Bike and Pedestrian Improvement Project CIP 20005 (Project).
On December 17, 2024, the City of Manteca (City) approved Agreement C2025-04 (Attachment 3), with TRC Engineers, Inc. (TRC) to provide Construction Management and Inspection Services (CM&IS) for the Project for an amount not-to-exceed $184,000.
On June 3, 2025, the City approved Amendment No. 1 (Attachment 4) to Agreement C2025-04 for expanded CM&IS tasks with TRC for an amount not to exceed $72,297.12.
On September 2, 2025, the City approved Amendment No. 2 (Attachment 5) to Agreement C2025-04 for expanded CM&IS tasks with TRC for an amount not to exceed $40,000.
On September 3, 2025, the City met with CalTrans for a mid-construction compliance review for the Project to confirm the Project documents are in compliance with all federal aid requirements. CalTrans made no findings but provided several recommendations for improvements prior to Project closeout.
On March 17, 2026, the City accepted all improvements for the Project as complete and authorized the City Clerk to file the Notice of Completion.
On March 26, 2026, at CalTrans request, the City met with CalTrans for a post-construction compliance review for the Project. CalTrans made additional recommendations for improvements to the Project document files. As a result, the City requested Project funding reallocation from CalTrans for additional construction management support. On July 21, 2026, the City received Project funding reallocation approval allowing this work to be reimbursable under the existing grant. Staff completed cost negotiations with TRC for Amendment No. 3 (Attachment 6) for an amount not-to-exceed $18,460.28.
Fiscal Impact:
There is no General Fund impact.
Sufficient funding is available in the Local Transportation Fund (Fund 460) and Highway Safety Improvement Program/Surface Transportation Program Local Fund (Fund 480) within CIP No. 20005 Project budget.
