Background:

 

The Woodward Park Splash Pad - Phase II Restroom Relocation Project (CIP 24086) is part of a continued effort to enhance public amenities within Woodward Park. This project serves as second phase of the Woodward Park Splash Pad Project (CIP 24086), which is currently underway and Phase II improvements will relocate the existing premanufactured restroom.

 

As part of the Splash Pad Project, a new, code-compliant restroom structure is being installed adjacent to the splash pad area to meet accessibility and operational standards. This new facility will replace the existing premanufactured restroom currently located on-site.

 

Rather than demolishing the existing premanufactured restroom structure, the City has identified an opportunity to repurpose and relocate it to the opposite side of the basin within Woodward Park. This approach provides added flexibility for future programming and public use. Once relocated, the building will be enclosed within fencing, allowing it to be opened during events or designated times to support park activities and increased visitor traffic.

 

The overall Phase II restroom relocation project includes installation of a new sanitary sewer line, a water meter and service line, and electrical connections necessary to bring the building into full operation. In anticipation of potential future needs, the project will also include stub-outs and a designated pad location for a future building that could serve as additional restroom facilities or support space.  Additionally, due to wear and vandalism the premanufactured restroom building has sustained over the years, the City is currently working with the original manufacturer to determine the feasibility of replacing the doors and door jambs as part of the relocation process. These improvements will extend the useful life of the structure and ensure it functions safely and reliably in its new location.

 

Staff has reviewed and determined that the Phase II of the Project is Categorically Exempt under the California Environmental Quality Act based on Article 19 Section 15301(e), Class 1 “Existing Facilities”.

 

A Notice of Exemption will be filed with the San Joaquin County Clerk/Recorder and the State Clearinghouse for the Phase II portion of the Project within 5 days of approval pursuant to 14 Cal. Codes Regs. § 15094.

 

Plans and specifications are completed for the Woodward Park Splash Pad - Phase II Restroom Relocation Project (CIP 24086) and are available for review at the Parks Operations Office.

 

Fiscal Impact:

The Woodward Park Splash Pad and Improvements (CIP 24086) has a current total project budget of $3,882,500.00 and is funded by Fund 110 Covid Relief (ARPA) and by Fund 500 Park Acquisition and Improvement Fee fund.

 

There is sufficient fund balance in the Park Acquisition and Improvement Fee fund (Fund 500) if any further recommended budget appropriation for CIP 24086 is needed once bidding is completed during contract award.
