Background:

In compliance with SB1383, City of Manteca is partnering with San Joaquin County Environmental Health to conduct on-site inspections and records review for the City’s Edible Food Recovery Program.  Environmental Health is authorized to fulfill the City’s regulatory responsibilities under the Edible Food Recovery Program. They will educate and inspect Tier I and Tier II edible food generator sites, and they will determine compliance with the Edible Food Recovery Program by reviewing their records. Once the inspections are completed, Environmental Health will communicate with City of Manteca, Solid Waste Division for reporting purposes.  The City will be responsible for ensuring deficiencies are corrected by enforcement pursuant to the Manteca Municipal Code. The City and County will create a jointly uniform, standardized, and coordinated system for inspection and enforcement of the Edible Food Recovery Program, where County will complete inspections and City will handle enforcement.

 

Staff is requesting City Council to approve the MOU and authorize the City Manager to execute the MOU.  The City Attorney’s Office has reviewed the proposed MOU and has approved it, as to form.

There is no direct fiscal impact associated with this action.
