Recommendation:
title
Conduct a public hearing for the 4-C Ranch Annexation project and by motion; find the 4-C Ranch Annexation Project exempt from further environmental review pursuant to Section 15183 of the California Environmental Quality Act Guidelines; adopt a resolution approving Annexation (ANX 21-25) ; authorize Staff to initiate annexation proceedings of the 4-C Ranch Project Site (APN 208-080-10); adopt an ordinance to approve Prezone (PRZ 21-26) for the 4-C Annexation Project by waiving the first reading by substitution of the title and introduce an ordinance of the City of Manteca, State of California, amending the Zoning Map set forth in Section 17.20.040 of Chapter 17.20 of Title 17 of the Manteca Municipal Code by assigning APN: 208-080-10 with an R-1 (One-Family Dwelling) pre-zoning designation; and adopt a resolution approving Tentative Subdivision Map (TSM 21-24) for 68 single-family residential lots, including associated open space and public improvements, for the 4-C Ranch Annexation Project located at 9683 E. Louise Ave., (APN: 208-080-10).

Background:
A development application submitted by Raymus Homes requesting the annexation of a 19.68± acre parcel of land abutting the northeast corner of the City limits into the City of Manteca. The property is located at 9683 E. Louise Avenue (APN: 208-080-10). The annexation area will be pre-zoned with a Single-Family Dwelling (R-1) City zone district designation, and a tentative subdivision map with 68 single-family residential lots. The project will also include a 2.09± acre basin park and subdivision public improvements. Complete frontage improvements along Louise Avenue will also be included.
Planning Commission Action:
On March 5, 2026, the Planning Commission, in a 5-0 vote, adopted Resolution 2026-07 and -08 recommending City Council approve and adopt ANX 21-25, PRZ 21-26, TSM 21-24. During the Planning Commission hearing, the applicant agreed to all conditions of approval except for Engineering Condition No. 22. Attached are conditions of approval with a redline revision to Engineering Condition No. 22. No other changes to the conditions of approval have been made.
Environmental Determination:
An environmental checklist was prepared for the Project pursuant to Section 15183 of the CEQA Guidelines. The analysis concluded that the proposed Project is consistent with the 2043 General Plan EIR (and subsequent Manteca General Plan Amendment, 2024) certified on June 19, 2023 (SCH #2020019010).
Cumulative impacts associated with the development and buildout of the Project site, as proposed, were fully addressed in the 2043 General Plan EIR. Because the proposed Project is consistent with the land use designation and development intensity assumed under the General Plan and analyzed in the General Plan EIR, implementation of the Project would not result in any new cumulative environmental impacts beyond those addressed in the General Plan EIR.
Fiscal Impact:
A Fiscal Impact Analysis (FIA) was prepared for the project and determined that the development is expected to result in a net positive fiscal impact to the City. New revenues generated from the project are anticipated to fully offset the cost of providing public services. Fiscal mitigation measures identified in the FIA include contributions toward public safety, street maintenance, parks and recreation landscape maintenance, and infrastructure improvements through annexation into CFD 2022-1. These measures support the project’s overall positive fiscal outcome to the City.
