Background:

On June 20, 2023, the City of Manteca and Pillsbury Road Partners, LLC, entered into an Improvement Agreement for Griffin Park Unit No. 7, Antone Raymus Parkway, Tinnin Road Offsite Civil Improvements, Traffic Signal and Civil Improvements at S. Main Street and Woodward Ave (C2023-95) with the estimated total cost of improvements of $20,557,747.71.

 

The improvements covered by the Improvement Agreement include all underground utilities (both wet and dry), curb, gutter, sidewalk, street pavement, street markings, street signage, street lighting, sewage systems, storm drainage systems, water systems, a storm drain basin/park and a traffic signal.

 

Portions of these improvements are included in the Transportation Facilities System and Sewer Collection System Public Facilities Implementation Program (PFIP) and are eligible for reimbursement.  Due to refinements in the plans for those PFIP elements, the reimbursements in the original Improvement Agreement need to be updated to reflect costs of the refined improvements.

 

With the revised work, the amended Total Transportation Facilities System PFIP Reimbursement amount is revised from $3,860,425.75 to $4,471,997.19 and the Total Sewer Collection System PFIP Reimbursement amount is revised from $3,177,709.92 to $3,926,599.20.  The Link 22 South Manteca Trunk Sewer System Improvements were removed from the agreement, decreasing the reimbursement from $215,460.00 to $0.00.

 

Fiscal Impact:

Approving the recommended Amendment No. 1 to the Improvement Agreement increases the developer's net reimbursement by $1,360,460.72.  The Transportation Facilities System PFIP and Sewer Collection System PFIP funds will pay the increased reimbursement.
