Background:

The S. Main Street corridor from the Atherton Drive to Antone Raymus Parkway is actively being widened to its ultimate 4-lane configuration with 2 lanes in each direction. This configuration is in accordance with the City’s Public Facilities Implementation Plan (PFIP).

 

Within that section of S. Main Street, the five-acre property at 2112 S. Main Street has not been included in any development projects to date likely in part due to its smaller size and the existing home on it. As such, S. Main Street abutting the frontage of this parcel, approximately 480 feet in length, has remained as a single traffic lane with no pedestrian facilities which creates a bottleneck for the vehicular traffic flow and a discontinuity for pedestrian traffic.

 

The City of Manteca South Main Street Improvements Project (Project) proposes to widen S. Main Street along the frontage of 2112 S. Main Street to address these deficiencies. The Project will close this approximately 480-foot gap and connect the improvements on the north side and south side of the property so there is contiguous, northbound two-lane vehicular traffic flow and safe pedestrian passage with the addition of a sidewalk. The Project will also relocate the existing overhead utility poles and wires that currently conflict with the location of the proposed improvements.

 

The Engineer’s Estimate for this project is $500,000. Because this property is deemed unlikely to develop for the previously mentioned reasons, construction of the Project is funded entirely from the City’s PFIP.

 

Staff has reviewed and determined that the Project is Categorically Exempt under the California Environmental Quality Act (CEQA) based on Article 19 Section 15301(c), Class 1 “Existing Facilities”.

 

A Notice of Exemption will be filed with the San Joaquin County Clerk/Recorder and the State Clearinghouse for the Project within five days of approval pursuant to 14 Cal. Code Regs. § 15094. Plans have been completed for the Project and are available for review in the Engineering Department.

 

Fiscal Impact:

The proposed CIP will use $500,000.00 of funds already collected in the City’s PFIP Transportation funds.

 

There is sufficient balance in City’s PFIP Transportation account for the requested amount of $500,000.00.
