Background:

The Fire Department has identified the need to formally establish a 40-hour workweek in addition to the existing 56-hour average workweek schedule. The 56-hour workweek applies to employees assigned to 24-hour shifts. However, when new Firefighters are hired and assigned to the training academy, personnel may need to temporarily assigned to a 40-hour workweek for training purposes.

 

City representatives met and conferred with Local 1874 representatives regarding the proposed MOU updates. The proposed changes include converting a 56-hour workweek salary to a 40-hour workweek salary to ensure compensation parity during temporary assignments. Leave accruals remain the same unless an assignment exceeds 90 calendar days. While the 40-hour workweek assignment is intended to be temporary, should the Fire Chief determine that an assignment will extend beyond 90 days, the City will meet and confer with Local 1874, and any such assignments will be appropriately reviewed.

 

Fiscal Impact:

The Fire Department has historically incurred overtime costs to backfill fire suppression assignments when employees are temporarily reassigned to oversee a Firefighter academy. The proposed MOU amendments formally recognize this temporary assignment change by transitioning affected employees from a 56-hour workweek to a 40-hour workweek during the training period.

 

The updated salary matrix maintains salary parity between 56-hour workweek and 40-hour workweek assignments. As a result, the employee’s monthly base salary remains unchanged, and the proposed amendments do not create an additional salary cost.

 

There is no net fiscal impact associated with this action.
