Recommendation:

Adopt a resolution amending the Fiscal Year 2025-2026 Capital Improvement Program to include the 2026 Pavement Maintenance Project Area A (District 2: bounded by Louise Avenue, Austin Road, Yosemite Avenue, and SR 99) and assigning a new Capital Improvement Project Number; approving the California Environmental Quality Act Notice of Exemption determination; approving the Plans and Specifications for the project; authorizing a Call for Bids; and authorizing the City Manager or Designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution (Exempt from CEQA pursuant to 14 Cal. Code Regs. § 15301(c)).

Background:
The City Council stressed the importance of having a pavement maintenance program in place to prolong existing pavement life and reduce more costly repairs in the future.
To expedite the construction schedule and optimize use of local funds, staff has prepared the Plans, Specifications, and Estimate (“PS&E”) for the 2026 Pavement Maintenance Project Area A (“Project”). The Project includes: placement of microsurfacing and rubber cape seal on various streets within the project area, new striping, and installation of speed lumps fronting schools and parks. Installation of ADA curb ramps will also be installed pending receipt of favorable bids.
The Project area is located in District 2 and is bounded by Louise Avenue, Austin Road, Yosemite Avenue, and SR 99, see Attachment 2 - Location Map. The Engineer’s Estimate is $2,100,000 and the Project qualifies for funding under Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017.
Staff has reviewed and determined that the Project is Categorically Exempt under the California Environmental Quality Act (CEQA) based on Article 19 Section 15301(c), Class 1 “Existing Facilities”.
A Notice of Exemption will be filed with the San Joaquin County Clerk/Recorder and the State Clearinghouse for the Project within five days of approval pursuant to 14 Cal. Code Regs. § 15094. Plans, Specifications, and Estimates (PS&E) have been completed for the Project and are available for review in the Engineering Department.
Fiscal Impact:
There is no costs associated with this action.
The FY27 proposed funding request for this project is $2,500,000 from the Gas Tax/Street Improvement SB1 (Fund 425).
