Background:

 The City Council adopted a major goal for the 2025-2026 budget to establish and open Fire Station #6.  Thereafter, at the direction of the City Manager, Fire Department personnel were asked to seek grant funding for nine additional firefighters.  The grant period opened after the FY26 budget was adopted and the application was submitted in July of 2025.  The grant has a three-year performance period in which the City must provide a 25% match in each of the first two years and a 65% match in year three.  This grant identified and justified the need for nine additional firefighters, in part to meet National Fire Protection Association (NFPA) 1710, staffing and performance standard for the Manteca Fire Department.

 

Fiscal Impact:

The City’s portion for year 1 is 25% or $363.824.44 + salary and benefit increases approved after the grant application was submitted.   

The City’s portion for year 2 is 25% or $363.824.44 + COLA, merit, and benefit increases. 

The City’s portion for year 3 is 65% or $945,943.54 + COLA, merit, and benefit increases. 

Year four and beyond would be 100% funded by the City.

 

The SAFER grant uses level costs for all years of the grant, so the City is responsible for additional COLA’s, merit increases, and benefit increases applied in the second and third year.  Staff will return to Council with a funding plan for the new positions if the grant is approved.
