Adopt a resolution approving an agreement with Albat for construction management and inspection services for the Yosemite Ave (Walnut Ave to Main Street) Bike & Pedestrian Improvement Project CIP No. 20006 in an amount not-to-exceed $287,204.91; and authorizing the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:

The Highway Safety Improvement Program (HSIP) is a federal grant program administered by Caltrans on behalf of the Federal Highway Administration that funds transportation-related safety projects.  The Yosemite Ave (Walnut Ave to Main Street) Bike & Pedestrian Improvement Project CIP No. 20006 (Project), partially funded by HSIP, includes the installation of:

 

                     New 12-inch Water Main

                     New bike lanes

                     Updated ADA and curb ramps to current standards

                     New rectangular rapid flashing beacon system

                     New signage and stripping

                     Pavement rehabilitation by grinding and installing 3-inches of asphalt pavement

 

On April 7, 2026, the City awarded the construction contract for the Project to United Pavement Maintenance, Incorporated.

 

Leading up to the award of this contract the City was concurrently engaged seeking Construction Management & Inspection Services (CM&IS) for the Project.

 

On March 12, 2026, the City issued a Request for Proposals for CM&IS for the Project.

 

On April 2, 2026, the following proposals for CM&IS were received:

 

                     Albat

                     4Leaf

                     Interwest

 

The City formed an evaluation committee to review and rank all proposals based on the advertised criteria and the evaluation committee concluded that Albat is the most responsible, responsive, qualified firm, and meets the specific goals of CIP 20006. Staff completed cost negotiations with Albat for an amount not-to-exceed $287,204.91 for CM&IS for the Project.

 

Fiscal Impact:

There is no General Fund impact.

 

CIP No. 20006 utilizes the Measure Q Fund (Fund 105), TDA/Local Transportation Fund (Fund 460), Subsidized Street Project Fund (Fund 480 - includes HSIP Grant), Water Operations & Maintenance Fund (Fund 680), and Water Improvement Fund (Fund 690) There are sufficient appropriations in these funds for the CM&IS costs in Fiscal Year 2025-2026.
