Conduct a public hearing, adopt a resolution approving the First Periodic Evaluation to the 2024 Amended Eastern San Joaquin Groundwater Sustainability Plan (2024 Amended GSP) for the Eastern San Joaquin Subbasin, rescind Resolution R2024-225, and authorizing the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
In August 2014, the California Legislature passed, and in September 2014 the Governor signed the Sustainable Groundwater Management Act of 2015 (SGMA) to provide local groundwater sustainability agencies with the Authority and technical and financial assistance necessary to sustainably manage groundwater.
SGMA requires sustainable management of high priority groundwater basins through the development of groundwater sustainability plans (GSPs), which can be a single plan developed by one or more groundwater sustainability agencies (GSAs) or multiple coordinated plans within a basin or subbasin.
SGMA requires that GSAs periodically evaluate the GSP every five years and whenever the Plan is amended to determine whether the actions under the Plan are meeting the Plan’s management objectives and whether those objectives are meeting the sustainability goal in the basin.
The City of Manteca elected to become the City of Manteca Groundwater Sustainability Agency (City of Manteca GSA), within its city boundaries, in December 2016.
The City of Manteca GSA is a member of the Eastern San Joaquin Groundwater Authority (Authority) formed for the purpose developing a GSP and coordinating sustainable groundwater management in the Eastern San Joaquin Subbasin (Basin).
The City of Manteca GSA coordinated with the Authority and all other GSAs overlying the Eastern San Joaquin Subbasin to draft a single GSP for its members.
The final 2020 GSP, having been adopted by all GSA members of the Authority (including the City of Manteca GSA), was submitted to DWR on January 29, 2020, in compliance with SGMA.
DWR completed its two-year review and by letter dated January 28, 2022, determined the GSP to be incomplete, and identified deficiencies that required addressing within 180 days of the determination and submitted to DWR by July 27, 2022.
The 2022 Revised GSP and its Appendices were adopted by all GSA members of the Authority (including the City of Manteca GSA) and submitted to DWR on July 27, 2022.
By letter dated March 2, 2023, DWR approved the 2022 Revised GSP and included a list of eight Recommended Corrective Actions that should be considered for the First Periodic Evaluation due January 2025.
The City of Manteca GSA coordinated with the Authority and all other GSAs overlying the Eastern San Joaquin Subbasin to prepare a 2024 Amended GSP to address the Recommended Corrective Actions and prepare the First Periodic Evaluation to be submitted to DWR by January 29, 2025.
On July 24, 2024, on behalf of all of its member GSAs (including the City of Manteca GSA), the Authority noticed the intent to adopt an amended GSP pursuant to California Water Code Section 10728.4.
From October 1 through October 31, 2024, a public review period was held to solicit comments on the 2024 Amended GSP.
On December 11, 2024, the Authority adopted the 2024 Amended GSP and the First Periodic Evaluation. Following adoption by the Authority, each GSA was instructed to adopt both of these documents prior to submittal to DWR.
On December 17, 2024, the City of Manteca City Council adopted the First Periodic Evaluation as a Consent Item via Resolution R2024-225, based on direction from Authority staff.
In February 2025, Authority staff informed all GSA member agencies, including City staff, that a public hearing was required to be held by each GSA member agency prior to approving the 2024 Amended GSP. Following this information, a 10-day public hearing notice was issued and announced in the local newspaper on April 4, 2025.
A separate agenda item was prepared for the adoption of the 2024 Amended GSP. The Authority, on behalf of its members, submitted the First Periodic Evaluation and the 2024 Amended GSP to DWR in January 2025.
