title
Approve a Professional Services Agreement with Griffin Structures for an amount of $227,800; Amend the FY2024-25 Capital Improvement Program to include Fire Station #6; Approve a budget appropriation of $227,800 from the Fire Facilities Fees Fund and authorize the City Manager or designee to execute the agreement.
body
Background:
Since the opening of Fire Station 5 in 2020, the Manteca Fire Department has seen a citywide increase in emergency response demands. Fire District 2, served by Fire Station 2 at 1154 Union Road, has experienced substantial land area growth due to annexations and rapid commercial and residential development. This expansion has led to higher emergency service demand and significantly extended response times-reaching over 12 minutes in some areas-compared to the citywide average of just over 7 minutes.
To address the rising demand for emergency services, the Manteca City Council plans to include the construction of a new fire station in the Fiscal Year 2025-26 budget. Fire Station 6 will be located at Joshua Street (W. Atherton Drive) and Oak Trail Drive, serving the growing southwest area of the city to help reduce response times and improve service equity.
The City has secured a two-acre site for the station, and Griffin Structures has submitted a proposal to assist with project planning, architect selection, and development of both temporary and permanent facilities. A separate proposal will be submitted later for construction oversight. Griffin Structures brings extensive experience with municipal projects and is already assisting Manteca with the development of a new Police Headquarters.
The consultant will help the Fire Department and City develop a phased plan to address immediate and long-term fire service needs for Fire Station 6, including comprehensive needs assessment, architect procurement, and full design management oversight.
Fiscal Impact:
Staff recommends appropriating $227,800 from the Fire Facilities Fees (Fund 530) reserves to fund the contract, with sufficient funds available in the reserves.
There is no General Fund impact.
