Background:

In 2022, the City of Manteca issued a Request for Proposal (RFP) for Landscape Maintenance Services. Following a competitive evaluation process, Cagwin & Dorward was identified as the most qualified vendor and was subsequently awarded the contract.

 

The RFP and the executed agreement included provisions for two optional one-year extensions beyond the initial contract term. However, the original staff report only included funding authorization for the initial three-year term.

 

Staff is requesting  to extend the contract date to June 30, 2026 and to increase the contract amount by $211,000 for total compensation not-to-exceed $526,000 to accommodate the full term of the agreement, including the two optional one-year extensions, in alignment with the original RFP and contract provisions.

 

 

Fiscal Impact:

 

A portion of Amendment No.  1  funding of $211,000 is in the current Fiscal Year 2025 Operating Budget for contract C2022-64 with Cagwin & Dorward to support the two optional one-year extensions, as outlined in the original agreement. Staff also recommend Council approves a contract term extension for contract C2022-64 from June 30, 2025, to June 30, 2026.

 

Staff have included $105,000 in the Fiscal Year 2025-26 Proposed Operating budget within the following funds: General Fund (Fund 100), Gas Tax/Street Improvements (Fund 420), Water O&M (Fund 680), and Federal Transit Management (Fund 610).

 

Any future funding needs for this agreement is contingent upon Council approval through the annual budget process. Upon approval of Amendment No. 1, Contract No. C2022-64 with Cagwin & Dorward the new contract total not-to-exceed amount is $526,000.
