Background:

On June 3, 2025, the City of Manteca (“City”) approved the Fiscal Year 2025-2026 Capital Improvement Program list of projects eligible for Senate Bill 1 (“SB1”).

 

On June 17, 2025, the City approved the Plans, Specifications, & Estimates and authorized the Call for Bids for the following Various Roadway, Bike, and Pedestrian Improvement Projects:

 

                     Wawona Street Bike & Pedestrian Improvements (CIP 25019) (“Wawona Project”) - improvements include pavement milling, placement of pavement fabric and asphalt concrete overlay, rubber cape seal, dig-out repairs, installation of Americans with Disabilities Act (“ADA”) curb ramps, and striping along Wawona Street from Union Road to Main Street.

                     Shasta Park Area Pavement Improvements (CIP 25022) (“Shasta Project”) - improvements include placement of rubberized cape seal, asphalt overlay, installation of ADA curb ramps, dig-out repairs, crack sealing, and striping along the Shasta Park area bounded by North Main Street, East Louise Avenue, Highway 99, and East Edison Street.

                     Safe Routes to School (CIP 23006) (“SRTS Project”) - improvements include the installation of enhanced pedestrian crossings, curb ramps, High Intensity Activated Crosswalk  Pedestrian Hybrid Beacon signal system at Moffat & Garfield, new signal at Main & Jason, and ancillary safety improvements in the vicinity of Brock Elliot Elementary, Golden West Elementary, Manteca High, Shasta Elementary, Sierra High, & Stella Brockman Elementary schools.

 

On June 26, 2025, the City issued a Request for Proposals (“RFP”) for Construction Management & Inspection Services (“CM&IS”) for Various Roadway, Bike, and Pedestrian Improvement Projects.

 

On July 30, 2025, the City awarded the construction contract for the Wawona Project to George Reed, Inc. in the amount of $1,516,123.10.

 

On July 30, 2025, the City awarded the construction contract for the Shasta Project to Tom Mayo Construction, Inc. in the amount of $ 1,083,421.70.

 

On July 30, 2025, the City awarded the construction contract for the SRTS Project to George Reed, Inc. in the amount of $3,654,700.00.

 

On July 22, 2025, the following proposals were received:

The City formed a staff evaluation committee to review and rank all proposals based on the advertised criteria.

 

Based on qualifications and scope of work, the evaluation committee concluded that Ghirardelli Associates (“Consultant”) is the most responsible, responsive, qualified firm, and meets the specific goals of CIP 25019, CIP 25022, and CIP 23006. Staff has completed cost negotiations with the Consultant for an amount not-to-exceed $100,000 for CIP 25019, $100,000 for CIP 25022, and $402,809 for CIP 23006.

 

To utilize SB1 funding, the FY2025-26 Capital Improvement Program project list must be amended to update the SB1-eligible projects, including the following:

Fiscal Impact:

There is no General Fund impact.

 

Upon City Council adoption of this recommendation, the Safe Routes to Schools (CIP 23006) will be eligible for SB1 funding.

 

To maximize grant funding, staff recommends amending the FY2025-26 CIP to reallocate $400,000 in SB1 Funds (Fund 425) from CIP 25019 to CIP 23006, and $400,000 in Measure K ATP Cycle 7 Funds (Fund 440) from CIP 23006 to CIP 25019. Sufficient funding is available in the FY2025-26 CIP budgets for CIP 25019, 25022, and 23006 to award the construction management and inspection service agreements with Ghirardelli Associates, Inc.
