Background:

APPLICATION NO.: Site Plan & Design Review (SPC-24-29) and Conditional Use Permit (UPJ-24-30

APPLICANT: Prologis L.P. / Nicole Torstvet

PROJECT LOCATION: 407 Spreckels Avenue (APN 221-250-35)

PROJECT DESCRIPTION:

The Project Applicant proposes the development of a 289,449 square-foot warehouse and office building with 46 truck dock doors, 184 parking automobile spaces (97 standard parking spaces, 4 accessible parking spaces, 4 van accessible parking spaces, 79 electric vehicle capable parking spaces), and 83 truck trailer spaces in a vacant parcel of land part of the Spreckels Business Park. Of the total square footage of the building, the Project would allocate 279,449 square feet for warehousing/distribution and 10,000 square feet for office uses. The Project building would be designed and built to meet the standard for Leadership in Energy and Environmental Design Silver Certification, or above. Access to the Project site would be provided by two driveway encroachments on Spreckels Avenue to the east, and a third entry way along the utility access road of the adjacent industrial park to the north. Other site improvements include landscaping, signage, and lighting installed in accordance with City of Manteca Zoning Ordinance Standards and Specifications and Crime Prevention Through Environmental Design (CPTED) principles.

The site was previously developed and existed as a portion of the Spreckels Sugar factory facility until the late 1980s, when the plant closed and was demolished, and its lands subsequently redeveloped into the Spreckels Business Park. The Project site is designated as Industrial (I) in the City’s General Plan and has a zoning designation of Business Industrial Park (BIP). A detailed staff report for the project is available for review and included as Attachment 1 of this report.

ENVIRONMENTAL DETERMINATION:

An EIR was prepared for this Project, which determined that the development of the Project has the potential to result in significant environmental effects, and that a Project EIR, as defined by CEQA Guidelines Section 15161, is required. As stated in CEQA Guidelines Section 15161, a Project EIR should “…focus primarily on the changes in the environment that would result from the development project,” and “…examine all phases of the project, including planning, construction, and operation.” A Mitigation Monitoring and Report Program, along with a statement of Finding of Facts and Overriding Considerations, was also prepared and included for review as Attachments 3 and 4. The Finale EIR and supporting documents are available for review on the City’s website at https://www.manteca.gov/departments/development-services/planning-beta/planning-documents/-folder-331#docfold_1524_2484_1099_331 <https://www.manteca.gov/departments/development-services/planning-beta/planning-documents/-folder-331>
