PROJECT DESCRIPTION: The applicant is requesting a one-year extension to their previously approved site plan. The approved Site Plan and Conditional Use Permit is for the construction of an auto sales facility, consisting of a 480 square foot sales office, off-street parking, and perimeter and frontage landscaping with on-site water detention (See Figure 1). The applicant also requested a Lot Line Adjustment to merge the two properties into one 0.3± acre site. The developer will provide eight new customer parking stalls and site-wide lighting, screened by landscaping buffers on the east and west. Frontage landscaping will be updated to include two trees, a number of evergreen shrubs and lower-lying drought-tolerant plant species.
PROJECT LOCATION: The project site is at 816 and 820 W. Yosemite Avenue, APNs 219-190-07 and 09. The property is situated on the south side of the roadway, mid-block between Walnut Avenue and Locust Avenue. The site is 0.3± acres in size and is within City limits. The property has a General Plan and land use designation of Neighborhood Commercial (NC) and is located in the Commercial Neighborhood (CN) Zoning District. The project is bordered by existing single family residential on all four sides.
PROJECT BACKGROUND: On June 15, 2023, the Manteca Planning Commission held a public hearing and voted 5-0 to make findings and conditionally approve the Site Plan Review entitlement for Ravh Auto, located at 816 and 820 W. Yosemite Ave., Project No. SPC 22-88, LLA-22-89 and UPJ-22-90 by Resolution and Conditions of Approval dated June 15, 2023. Condition of Approval #2 specifies a site plan expiration date of June 15, 2025.
In consistency with MMC 17.08.120 Time Limits and Extensions, on June 12, 2025, the applicant submitted an application for a one-year extension of approved site plan # SPC-22-88
CEQA REVIEW: The project is determined categorically exempt from the requirements of California Environmental Quality Act (CEQA) per Article 19, 15332, Class 32, “In-Fill Development Projects” because this project is:
a) Consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designations and regulations.
b) The proposed project occurs within city limits on a project site of no more than five acres.
c) The project site has no value as habitat for endangered, rare, or threatened species.
d) Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality.
A Notice Of Exemption was posted at the San Joaquin County Clerk Recorders Office on June 20, 2023.
