Background:

Well 22 is a potable water well located in Walnut Place Park. The site is currently equipped with a submersible pump, above-ground discharge piping, and onsite electrical and telemetry infrastructure for system integration and remote monitoring with SSJID surface water blending capabilities.

 

Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS) are a group of synthetic chemicals widely used in various industrial and consumer products for their resistance to water, grease, and stains. Common applications include firefighting foam, non-stick cookware, water-repellent fabrics, and food packaging.

 

The City of Manteca (City) joined a class action lawsuit against PFAS manufacturers 3M, DuPont, Tyco, and BASF. To date, the City has been able to recover $2,638,315.26 to be used towards known PFAS treatment.

 

In April 2024, the Environmental Protection Agency (EPA) adopted new national drinking water standards for six PFAS compounds. Public water systems must complete initial monitoring and begin compliance monitoring and reporting by 2027. Full compliance with all Maximum Contaminant Levels (MCL) must be achieved before 2029. Water quality testing has detected PFAS compounds in Well 22 at concentrations exceeding the advisory levels set by the EPA.

 

On October 21, 2025, the City Council was notified by the Water Division that Perfluorooctanoic Acid (PFOA) and Perfluorohexane Sulfonic Acid (PFHxS), chemicals commonly used in a wide range of products and industrial processes, were detected in raw water source samples from Well 22 at levels exceeding the State Water Board’s Division of Drinking Water (DDW) Notification Levels.

 

On October 23, 2025, City Staff released a Request for Proposals (RFP) for professional design services to prepare the Plans and Specifications for Well 22 PFAS Treatment Facility on the City’s website.

 

On January 06, 2026, the City approved Agreement C2026-08 for preliminary design and field-testing services with Kleinfelder, Inc. for an amount not-to-exceed $200,000.

 

On May 12, 2026, the City approved Amendment No.1 in the amount of $733,496 to Agreement C2026-08 with Kleinfelder for design services with a total not-to-exceed amount of $933,496.  The project design is now complete.

 

The Engineer’s construction estimate for the Project is $3,000,000 and the completed Plans and Specifications are available for review in the Engineering Department.

 

Fiscal Impact:

There is no General Fund impact associated with this item.
