Background:

An additional appropriation of $150,000 is needed to address ongoing infrastructure and equipment needs for Fiscal Year 2025-26.  The amounts included in the FY 2025-26 budget for this were inadequate, and 80% of the funds identified for this work have already been utilized.

 

The current Fiscal Year 2025-26 funding levels were insufficient to cover necessary repairs and replacements to maintain reliable traffic operations. Three intersections require new vehicle detection loops at approximately $1,000 per loop, and the City currently has no spare traffic controllers, which cost about $3,500 each, with three units needed to ensure continuity of operations.

 

There are currently three open work orders waiting for the City to authorize repair, as well as a handful of individual work orders that are a priority but have not yet been entered due to budget constraints.

 

Additionally, roughly a dozen signal heads that were not replaced under the recent HSIP project need replacement to maintain consistency across the signal network. Two intersections, Daniels/Airport and Pestana/Louise, require full replacement due to faulty wiring, estimated at $15,000 to $25,000 per intersection.

 

This fund has also been used to cover uninsured property damage to traffic control equipment. City staff is working with the Finance department to establish an alternative funding solution for future incidents in Fiscal Year 2026-27.

 

This budget appropriation will ensure sufficient operational funding for the remainder of Fiscal Year 2025-26 to improve reliability, public safety, and prevent further service disruptions within the traffic signal system.

 

Fiscal Impact:

Staff recommends Council approve a budget appropriation of $150,000 in the Gas Tax/Street Improvement Fund (Fund 420).  There are sufficient reserves in the fund for the appropriation.
