Background:

The Mossdale Urban Flood Risk Reduction (UFRR) Project is a multi-phase flood risk reduction effort intended to provide 200-year Urban Level of Protection (ULOP) to the Mossdale Tract area through a combination of levee improvements, extensions, and associated multi-benefit components. The project is being implemented by the San Joaquin Area Flood Control Agency (SJAFCA) in coordination with the California Department of Water Resources (DWR).

 

As part of project implementation, SJAFCA has prepared a Public Draft Environmental Impact Report (EIR) in compliance with the California Environmental Quality Act (CEQA) to evaluate potential environmental effects of the proposed flood risk reduction improvements and associated multi-benefit features.

 

Present Situation

The Draft EIR has been prepared to evaluate the physical environmental effects of the Mossdale UFRR Project in accordance with CEQA. Key elements include:

                     Project-level analysis of flood risk reduction components and select multi-benefit ecosystem restoration sites

                     Program-level analysis of additional multi-benefit restoration and recreation components where locations and designs will be refined in future phases

                     Evaluation of preliminary locations for multi-benefit restoration and recreation components identified in the Mossdale Tract Area UFRR Feasibility Study (2021), with acknowledgment that further refinement will occur during subsequent design phases

The Public Draft EIR has been released for a 45-day public review period on December 19, 2025, and concludes on February 2, 2026. The Draft EIR is available for review at SJAFCA website: <https://www.sjafca.org/projects/mossdale-tract>. The document is also available at the Cesar Chavez Central Library at 605 North El Dorado Street, Stockton, CA 95202. 

A virtual public meeting will also be held during the review period on Tuesday, January 13, 2026, from 6:00 p.m. - 7:00 p.m. This meeting will provide opportunities for the public to receive project information and provide comments during the Draft EIR review period.

 

Manteca Dryland Levee Implementation Status

Preliminary implementation activities for the Dryland Levee component of the Mossdale UFRR Project are underway. Project teams have initiated early coordination and technical efforts necessary to support design, real estate, environmental compliance, and implementation. Current activities are focused on establishing foundational information to inform project development, including landowner coordination and due diligence surveys. These efforts are being advanced in parallel with the CEQA environmental review process to maintain overall project readiness and continuity.
