Adopt a resolution ratifying the City Manager’s acceptance and execution of the Homeless Housing, Assistance and Prevention (HHAP) Program - Round 5 Grant for the Unsheltered Emergency Center in the amount $270,791.84 and Street Outreach in the amount $29,643.66; approving revenue and expenditure appropriations of $300,436 in the HUD Grants Fund (Fund 141); and authorize the City Manager to execute all associated and necessary documents related to the administration of the grant.

Background:
The County of San Joaquin and the San Joaquin Continuum of Care (CoC) announced the availability of funding under Round 5 of the State of California's Homeless Housing, Assistance, and Prevention (HHAP) Program. This funding is intended to support jurisdictions in addressing homelessness through eligible activities identified in the Notice of Funding Availability (NOFA) originally issued by the California Interagency Council on Homelessness (Cal ICH, formerly the California Homeless Coordinating and Financing Council) in September 2023. Since that time, program administration has transitioned from Cal ICH to the California Department of Housing and Community Development (HCD).
In March 2024, the San Joaquin Continuum of Care Board of Directors adopted local funding priorities for HHAP Round 5 following a community-wide engagement and consensus-building process. The approved funding plan identified eligible project categories including permanent housing, interim housing, street outreach, homelessness prevention, service coordination, and systems support activities intended to strengthen regional efforts addressing homelessness.
Under HHAP Round 5, a total of $6,914,426.19 was allocated to two local jurisdictions: the San Joaquin Continuum of Care received $3,528,828.17, and the County of San Joaquin received $3,385,598.02. In November 2025, the County and CoC jointly released a NOFA to distribute these funds locally.
Through this process, the City of Manteca was awarded a total of $300,435.50 in HHAP Round 5 funding. This includes $270,791.84 for operational costs and services at the Unsheltered Emergency Center and an additional $29,643.66 to support street outreach efforts. These funds will strengthen the City's ability to provide critical services to individuals experiencing homelessness and sustain operations at the emergency center located at 555 Industrial Park Drive.
San Joaquin County requested an expedited turnaround for agreement execution to allow the HHAP Round 5 awards to be presented to the Board of Supervisors in February 2026 and ensure timely distribution of funds. Due to the limited timeframe associated with grant execution and funding deadlines, the City Manager executed the subrecipient agreements prior to City Council consideration to ensure the City did not jeopardize the awarded funding. City Council ratification is now being requested to formally affirm the acceptance and execution of the associated agreements.
Fiscal Impact:
Staff recommend ratifying the City Manager’s acceptance and execution of the grant funds and approving revenue and expenditure appropriations in the amounts of $270,792 for Interim Housing grant and $29,644 for the Street Outreach grant for a total of $300,436 in the HUD Grants Fund (Fund 141).
