Background:
The City Hall Emergency Generator serves as a critical component of the City's emergency preparedness and continuity of operations infrastructure. The generator provides backup power to essential City facilities and systems during utility power outages, ensuring uninterrupted operation of critical municipal services.
The existing generator has reached the end of its useful life and is no longer considered reliable for emergency operations. Recent evaluations have identified significant concerns regarding the generator's operational dependability and ability to support critical functions during extended power outages.
The loss of generator functionality presents a substantial operational risk to the City. During utility outages, the City becomes vulnerable to disruptions in emergency communications and municipal operations. Most notably, the City risks losing critical communication systems supporting Police and Fire operations, while City Hall loses the ability to maintain full operational control and continuity of essential governmental services.
The replacement of the City Hall Emergency Generator is necessary to ensure continuity of operations during planned and unplanned power outages. Reliable backup power is essential for maintaining public safety communications, supporting emergency response operations, protecting critical information systems, and ensuring the City's ability to provide services during emergency events.
The increasing frequency of utility disruptions and Public Safety Power Shutoff (PSPS) events throughout California further emphasizes the importance of maintaining dependable emergency power infrastructure. Failure of the existing generator during a power outage could significantly impair the City's ability to coordinate emergency response efforts and provide essential services to the community.
To address this vulnerability, staff recommend appropriating funds from the Measure Q Fund (Fund 105) to PW CIP 26004 Civic Center Back-up Power, in the amount of $1,272,700 for the emergency replacement of the generator. The requested appropriation will support the procurement, installation, and associated project costs necessary to place the new generator into service as quickly as possible.
The City would like to award the contract to TJ Gardner Company who provided the lowest emergency bid of $1,157,000. In addition, staff would like to add a 10% contingency of $115,700 for a total of $1,272,700.
This project supports the City's goals of maintaining critical infrastructure, ensuring public safety, enhancing emergency preparedness, and providing reliable municipal services to the community.
Given the critical nature of these risks and the immediate need to restore reliable emergency power capabilities, staff recommend proceeding with the replacement as an emergency purchase to expedite procurement and installation.
Staff recommend authorizing the City Manager or designee to complete and execute associated documents and take all appropriate actions necessary to carry out the purpose and intent of the resolution.
