PROJECT DESCRIPTION:
The proposed Sarene Place Project (“ the Project”) entails a Site Plan and Design Review development application (“Application”) filed by Jeremy Metz (“Applicant”), proposing the development of a new multi-family fourplex on a ±0.43-acre parcel that incorporates the existing single-family residence and detached shop as part of the overall development. As proposed, the existing one unit, in addition to the proposed four units, will result in a density of 11.6 units per acre, which is consistent with the R-2 zone district and the MDR land use designation, which allows for a density of 8.1 to 20 units per acre.
A distinctive feature of the Project is the incorporation of a drive-through tunnel beneath the apartment building, which provides vehicle and pedestrian access to the rear of the property, where the on-site parking area, common open space, and community gardens are located.
The proposed building complies with the R-2 development standards, including the required setbacks, community open space, and a maximum building height of 29 feet, 11 inches, which is below the permitted 35-foot height limit.
The property currently has existing frontage improvements consisting of curb, gutter, sidewalk, and one existing driveway approach along Sutter Street. These improvements currently serve the existing residence. As part of the proposed development, the frontage improvements would be evaluated for consistency with current City standards, and any necessary modifications or upgrades would be completed through the improvement plan process.
ENVIRONMENTAL DETERMINATION:
The Project has been exempt from further environmental review pursuant to Section 15303(b) of the California Environmental Quality Act (CEQA) Guidelines (Class 3 - New Construction or Conversion of Small Structures).
Additionally, none of the exceptions listed under Section 15300.2 of the CEQA Guidelines apply to the Class 3 exemption.
