Background:

Utility infrastructure, such as water, sewer, and storm drain systems, is foundational to the City’s ability to deliver essential services to the community. These systems support everything from safe drinking water and wastewater management to system reliability during construction and repair activities. To effectively manage, maintain, and plan for this critical infrastructure, City departments rely on accurate, up-to-date utility information.

 

Departments such as Engineering, Public Works, and Public Safety utilize this data to coordinate fieldwork, guide capital improvement projects, plan for future growth, and respond quickly in emergency situations. Having timely and reliable information about the City’s underground assets helps ensure smooth operations, public safety, and effective long-term resource planning.

 

Geographic Information Systems (GIS) provide the platform that brings this utility data to life. By digitizing and spatially mapping utility networks, GIS allows staff to visualize and analyze infrastructure in ways that improve coordination, decision-making, and service delivery. Among the many GIS data layers, utility layers represent some of the most complex and extensive datasets, requiring a high level of precision and ongoing maintenance.

 

As infrastructure activity across the City has increased, so has the need to ensure that GIS utility layers accurately reflect the latest system updates and improvements. The proposed agreement with SDI Presence LLC will support the City in updating this critical information by capturing recent infrastructure changes and providing one year of ongoing support to maintain the utility layers moving forward. This effort will strengthen internal operations, enhance collaboration across departments, and continue to support high-quality services for the Manteca community.

 

Fiscal Impact:

The total cost of the GIS Utilities Layers Update contract is $203,552 and will be shared equally among these four funds:

                     Development Services (Fund 340)

                     Sewer O&M (Fund 640)

                     Water O&M (Fund 680)

                     Engineering (Fund 810)

 

Staff recommend Council approve a budget appropriation of $203,552, split amounts in the following funds:
