Adopt a resolution approving the Measure K Cooperative Agreement C-25-072 for State Route 120/Airport Way Diverging Diamond Interchange (CIP 23031) and Cooperative Agreement C-25-073 for State Route 120/Main Street Diverging Diamond Interchange (CIP 23032) Project approval for a total of $3,000,000 in Measure K funding (Fund 440) and Environmental Document Phases; authorize the City Manager or designee to execute all associated documents and take all appropriate actions necessary to carry out the purpose and intent of this resolution.

Background:
The City of Manteca (“City”), in cooperation with the California Department of Transportation (Caltrans), and the San Joaquin Council of Governments (SJCOG), proposes to develop two new Diverging Diamond Interchanges (DDI) at SR120/Airport Way and SR120/Main Street (“Project”).
On March 2, 2023, the City approved Cooperative Agreements C-23-051 and C-23-052 with SJCOG allowing for disbursement of $500,000 in Measure K grant funding earmarked for regional congestion relief projects. Additionally, on March 14, 2023, the City approved agreement C2023-21 with Mark Thomas and Company, Inc., to develop the Project Study Reports (PSRs) for a total not-to-exceed amount of $499,792.00.
On September 22, 2023, the City approved Cooperative Agreement 10-0570 and 10-0571 with Caltrans for project oversight for an amount not-to-exceed $60,000.
On April 14, 2025, Caltrans approved the PSR for State Route 120/Airport Way DDI Project CIP 23031. On April 22, 2025, Caltrans approved the PSR for State Route 120/Main Street DDI Project CIP 23032.
The proposed interchange projects on Airport Way & Main Street at SR120 will widen the current two-lane overcrossings to six lanes with a raised median using a DDI design. Signalized intersections will control the ramp terminals. A grade-separated Ribbon Path is also proposed to enhance bicycle and pedestrian access on the east side of the interchange. The purpose of the two interchange projects is to provide operational and safety improvements to address the anticipated traffic generated from local development and growth, improve circulation and mobility for vehicular traffic, bicycles, and pedestrians, and include a Class I bikeway.
The next phase for the Project is the Project Approval and Environmental Document (PA&ED) Phase. The Project is eligible for Measure K funding within the Congestion Relief category of the Local Transportation Improvement Plan.

Fiscal Impact:
The Project PA&ED Phases will be funded by Measure K funding (Fund 440) and is up to $3,000,000. The expected timing for release of Measure K funding is shown below:

The additional budget appropriation of Measure K (Fund 440) of $3,000,000 for these agreements have been included in FY26 Proposed budget for CIPs 23031 and 23032 for fiscal year 2025-26 to account Capital Improvements - Transportation Interchange and will be brought to Council for approval on June 3, 2025.
