Adopt a resolution awarding the Request for Proposal for Transit Operations Contract Services to MTM Transit, LLC, and authorizing the Mayor to execute a 3-year base term agreement beginning July 1, 2023, in an amount not-to-exceed $6,919,631 with two (2) optional one-year extensions.

Background:
On June 30, 2023, the current agreement with National Express Transit Corporation to operate the Manteca Transit system expires. Federal Transit Administration (FTA) guidelines require contracted transportation services to be procured through an open and competitive process to obtain the highest value and quality services. Consistent with that, the City released a Request for Proposals (RFP) for Transit Operations Contract Services on January 19, 2023.
The scope of service requirements in the RFP primarily included providing the necessary staffing for the operations management of the Manteca Transit services, including all required maintenance and repair services on the City-owned buses. The City is responsible for overall administration and oversight of the service, route planning, and ensuring contractor and City adherence to all Federal Transit Administration requirements.
The RFP included additional requirements to help Manteca Transit to keep pace with changing technology and provide higher quality and more efficient service without sacrificing customer service. Some of the enhancements the City sought in this RFP include:
• Establishing a more timely, efficient, and better managed vehicle maintenance program to ensure timely, safe, and appropriate repairs.
• Increase ridership on the fixed route system through public outreach efforts.
• Implementing methods of transit performance data reporting using automated software programs
• Implementing route changes to the current system and Saturday fixed route service, as identified in the City’s 2019 Short Range Transit Plan
• Ensuring adequate and appropriate staffing to provide consistently efficient, reliable, and exemplary customer service
A total of three proposals were received by the March 6, 2023 submittal deadline from the following firms: MTM Transit, National Express Transit, and STORER Transit. All three firms were determined to be responsive and were invited to participate in an interview before an evaluation committee comprised of the City’s Transit Manager, Administrative Analyst and two Transit Managers from the cities of Lodi and Tracy.
The selection process for this RFP included the City’s intent to evaluate all proposals on a “Best Value” basis, which the Federal Transit Administration’s (FTA) Best Practices Manual defines as follows:
“Best Value” is a selection process in which proposals contain both price and qualitative components, and award is based upon a combination of price and qualitative considerations. Qualitative considerations may include technical design, technical approach, quality of proposed personnel, and/or management plan. The award selection is based upon consideration of a combination of technical and price factors to determine (or derive) the offer deemed most advantageous and of the greatest value to the procuring agency.
Because pricing was not the sole basis upon which proposals were evaluated, the evaluation committee scored the proposers based on the pre-established technical criteria listed below:
a) Quality of Programs, Plans and Submittals
b) Innovative Approaches to Technology
c) Management and Technical Competence; Capability and Experience
d) Approach to Key Cost Drivers
e) Quality of Staffing and Training Plans
f) Transition and Start-up Plan
As a result of the interviews, the three firms were invited to submit their Best and Final Offers (BAFO). A BAFO is a common practice in transit procurements whereby proposers adjust their initial pricing and other elements of their proposal for final consideration in the selection process.
The evaluation committee reconvened to review the BAFOs received from MTM Transit, National Express Transit Corporation and STORER Transit. All three were scored again utilizing the same evaluation criteria. After the cost proposal scores were factored in with the technical scores, MTM Transit had the highest score.
As a result of the final evaluation and scoring process, MTM Transit is recommended to become Manteca’s new transit operator beginning July 1, 2023.
MTM Transit currently operates in 16 states, including California, providing more than 20 million trips per year. MTM’s mission is to help agencies meet the transportation needs of their communities, specifically transit dependent populations. They are committed to ensuring all passengers have an exceptional transportation experience. MTM has excellent track record of providing high quality transit service and has organizational values and an employee-focused culture that aligns well with the City of Manteca. Their focus is on exceeding client expectations, being a cooperative partner, and providing quality service to customers. MTM Transit provides Americans with Disabilities ACT (ADA) paratransit, fixed route, deviated fixed route, micro transit, shuttle, and dial-a-ride services to help agencies meet the transportation needs of communities across the country. MTM Transit is very selective in the contracts that they bid on and they have done their due diligence in researching and learning the Manteca Transit system.
The agreement with MTM Transit will result in a quality public transportation experience for all residents and visitors with safe, reliable, and courteous transportation services. Therefore, staff recommends approving a 36-month base term agreement with two (2) optional one-year extensions with MTM Transit for the period of July 1, 2023 through June 30, 2026, to provide fixed route and Dial-a-Ride/ADA Paratransit services for the operation of the Manteca Transit System.

Fiscal Impact:
There is no impact to the General Fund for this item.
Manteca Transit operations is funded by FTA Section 5307 (Federal revenue sources) funds and Transportation Development Act (TDA) Local Transportation Funds (LTF).
Funding to cover the contract will be budgeted annually in Professional Contract Services (Account No. 190.50.00.000-6000.12).
