body
Background:
On September 24, 2025, the Manteca Fire Department was notified that it had been awarded a FEMA Assistance to Firefighters Grant (AFG) in the amount of $718,387 for the replacement of Self-Contained Breathing Apparatus (SCBA) equipment.
This award allows the Department to replace its 2007-model SCBAs, which have exceeded their recommended service life. Advances in technology and updated national standards (NFPA 1981 and 1982) have significantly improved SCBA safety features, including enhanced air management, firefighter accountability, and communications.
The replacement of these critical life-safety devices will greatly enhance firefighter protection, operational effectiveness, and compliance with current safety standards. Acceptance of this grant represents a significant benefit to the City of Manteca, its firefighters, and the community they serve.
Fiscal Impact:
The total cost for the SCBA equipment is $999,191 (Council approved the purchase at the September 16, 2025, meeting), consisting of $718,387 in federal reimbursement and $280,804 in local match funding ($71,838 required per grant agreement). A budget appropriation of $718,387 is required in Fire Grants (Fund 120) revenue and expenditure accounts to receive and expend the FEMA reimbursement funding.
The net fiscal impact will result in $718,387 in cost savings to the City for the SCBA equipment replacement.
