PROJECT DESCRIPTION:

This project was duly noticed to the September 17, 2026 Planning Commission meeting and continued to the October 15, 2026 Planning Commission meeting.

 

KHCZ Investments LLC submitted development applications for the Harmony Woods Annexation Project, which proposes the annexation and development of approximately 39 acres located at 13856 South Airport Way (APN 204-100-51). The Project site is currently located within unincorporated San Joaquin County, outside but immediately adjacent to the City of Manteca municipal boundaries, and is designated Low Density Residential (LDR) by the City of Manteca 2043 General Plan.

 

The Project proposes annexation of the property into the City of Manteca, prezoning approximately 35 acres to R-1 (One-Family Dwelling) and approximately 4.1 acres to P (Park), and approval of a Tentative Subdivision Map consisting of 147 single-family residential lots. The Project also includes an approximately 4.1-acre park, detention and water-quality facilities, a well site, internal streets, utilities, and other public improvements necessary to serve the proposed development.

 

The Project also includes a Development Agreement between the City and KHCZ Investments LLC. The Development Agreement establishes the terms governing development of the property and provides vested development rights for a 15-year term.

 

Following approval of the annexation by the City Council, Staff would submit an application to the San Joaquin County Local Agency Formation Commission (LAFCo) to complete the annexation process. As part of the annexation proceedings, the Project site would also be detached from the Lathrop-Manteca Fire District and incorporated into the appropriate City service areas and financing mechanisms.

 

ENVIRONMENTAL DETERMINATION:

An environmental consistency analysis was prepared for the Harmony Woods Annexation Project pursuant to CEQA Guidelines Section 15183. The analysis determined that the Project is consistent with the site’s Low Density Residential land use designation and the type and intensity of development evaluated in the certified City of Manteca 2043 General Plan Environmental Impact Report (SCH No. 2020019010), and would not result in new significant or substantially more severe environmental effects than those previously analyzed. Accordingly, no additional environmental review is required for effects adequately addressed in the General Plan EIR, and applicable mitigation measures and regulatory requirements would continue to apply to the Project.
