Background:

The Manteca Police Department last updated the service fees in 2010. Since the last update costs of providing public safety services has increased significantly due to rising personnel costs, regulatory compliance requirements, and increased demand. The Police Department's fees for service have not been adjusted to keep pace with these changes.

To develop a fair and accurate fee structure, the department conducted:

                     A task-based cost analysis, calculating the labor hours and salaries required for each service.

                     A regional comparison with fee schedules from surrounding law enforcement agencies.

                     An internal review of staff workflows, time commitments, and administrative processes involved in each service provided

Summary of Proposed Fee Adjustments

The Manteca Police Department respectfully recommends the adoption of the proposed updated fee schedule. These revisions are necessary to reflect the true cost of services rendered, ensure fiscal responsibility, and maintain alignment with current regional practices.  These recommended changes in the fee schedule will bring us in line with fees of police Records departments in neighboring justifications.

We are committed to providing the highest level of service to the public while ensuring our operations remain both efficient and financially sustainable. The proposed fees represent a modest but necessary adjustment in pursuit of that goal.

 

Fiscal Impact:

Adjusting the fee schedule will enable the City to recoup a greater portion of actual costs associated with Police Department services. While not intended as a revenue-generating mechanism, cost recovery reduces reliance on General Fund subsidies and ensures fairness to those requesting discretionary or specialized services.
