Background:

On February 9, 2026, the Homeless & Housing Division issued a Request for Proposals (RFP) for Citywide Clean-Up Services and Homeless Encampment Support. The RFP cited a contract for the remainder of the calendar year starting on or around March 1, 2026 through December 31, 2026, with two (2) optional two-year extensions, subject to satisfactory performance and budget availability.

 

A total of seven vendors submitted proposals that were assessed on February 18, 2026 by a review committee using a standardized scorecard aligned with the RFP requirements. MPS received the highest overall score based on the established evaluation criteria, which included demonstrated experience, responsiveness, cost proposal, ability to provide coordinated encampment support services, and a local business.

 

Staff recommends authorizing the City Manager to execute the base term agreement with MPS for the remainder of the calendar year starting on or around March 1, 2026 through December 31, 2026, with two (2) optional two-year extensions subject to satisfactory performance and available funding.

 

Fiscal Impact:

Sufficient appropriations are included in the adopted Fiscal Year 2025-26 General Fund (Fund 100) budget to support this agreement. Funding for subsequent years will be incorporated into the General Fund through the annual budget development process and subject to City Council approval.
