Adopt a resolution approving Amendment No. 3 to Agreement C2023-136 for Professional Services with Carollo Engineers, Incorporated for an amount not-to-exceed $400,000 to provide ongoing engineering services during construction for the Wastewater Quality Control Facility Sludge Thickener Project (CIP No. 24007) & Dewatering Unit No. 3 Project (CIP No. 24006) and authorizing the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
On November 6, 2023, the City of Manteca (“City”) entered into Agreement C2023-136 for Professional Services with Carollo Engineers, Incorporated (“Carollo”) to evaluate, design, and prepare a Preliminary Design Report (PDR) and biddable project Plans, Specifications, and Estimates (PS&E) for the Wastewater Quality Control Facility (“WQCF”) Sludge Thickener Project (CIP No. 24007) and Dewatering Unit No. 3 Project (CIP No. 24006) (collectively “PROJECT”).
On August 1, 2024, the City executed Amendment C2023-136-A1 to Agreement C2023-136 for an expanded design and environmental services as recommended in the PDR for the PROJECT.
On April 15, 2025, the City Council awarded the construction contract C2025-66 to C. Overaa & Company (“Overaa”) in the amount of $22,865,000 and approved a Project Budget Contingency of $2,000,000 for the PROJECT.
On May 5, 2025, the City executed Amendment No. 2 to Agreement C2023-136 for Professional Services with Carollo to provide engineering services during construction (“ESDC”) for an amount not-to-exceed $800,000.
During construction, several Requests for Information (“RFIs”), submittals, and Potential Change Orders (“PCOs”) were received, reviewed, and responded by Carollo as part of their Amendment No. 2 ESDC tasks. Several Design Clarifications (“DCs”) were prepared and issued to Overaa as needed to keep the PROJECT construction progress. Carollo’s Amendment No. 2 budget for ESDC is close to being fully expended. The number of RFIs, submittals, PCOs, and DCs are not within the control of the designers.
City staff has reviewed and is recommending approval of Amendment No. 3 for a not-to-exceed amount of $400,000 for ongoing ESDC.
Fiscal Impact:
There is no General Fund impact.
Sufficient funding in Sewer O&M Fund (640) and Sewer Improvement Fund (650) exists in the PROJECT budgets.
