body

Background:

The Highway Safety Improvement Program (HSIP) is a federal grant program that funds transportation-related safety projects, and requires a local agency match of ten percent (10%).  The City of Manteca (City) received $3,035,000 in HSIP construction funding for the Traffic Signal Update Project, CIP No. 17058 HSIPL-5242(034) (Project).  The Project included upgrading existing traffic signal hardware and software, including, but not limited to, traffic signal cabinets, traffic signal controllers, 14 battery backup systems, signal heads with yellow retroreflective borders, preemption systems, signal timing optimization, and the development of interconnect functionality at 47 intersections.

The City entered into an agreement for professional services with TJKM to develop project plans, specifications, and estimates (PS&E) for the Project. PS&E was completed and accepted by City Council and advertised on March 6, 2024.

On November 7, 2024, Union Pacific Railroad (UPRR) prepared an agreement to authorize the construction of one (1) underground fiber optic wireline crossing for the Project within the UPRR right-of-way. Upon execution of this agreement, the City paid UPRR a one-time permit fee of $8,400.00.

On December 17, 2024, the City council awarded the construction contract to St. Francis Electric, LLC in the amount of $3,992,700.00, with the local agency match funding from the City’s local SB1 and LTF transportation funds.

The Project was constructed in general conformance with the conformed plans and specifications. The project included a total of five construction contract change orders (CCOs), which, when combined, resulted in a total cost increase of $194,842.75 and paid from local transportation funds. The change orders included 10 additional battery backup systems, redesign of the network equipment, upgrades to the preemption equipment, and work to address unknown conditions encountered during construction.

The final construction cost for the construction contract to St. Francis Electric, LLC is $4,187,542.75, and the contractor has signed the final payment certification (Attachment 3). Staff requests that City Council accept all improvements for the Project as complete and file the Notice of Completion.

There is a 5% retention totaling approximately $209,377.13 that will be released to the Contractor no sooner than 45 days after filing of the notice of completion.

Fiscal Impact:

There is no fiscal impact associated with this notice of completion for CIP 17058, as there is sufficient funding in the FY 2026-27 Annual Budget and Capital Improvement Program coming from the original HSIP grant (Fund 480), Local Transportation Fund (LTF) funding (Fund 460), and SB1 funding (Fund 425), to support the costs of the Traffic Signal Update (CIP 17058) Project.
