Background:

The Engineering Department collected data and is taking a proactive approach to developing a 5-year Capital Improvement schedule to improve citywide pavement and road conditions based off City Council’s recommendations. The data that was collected on street conditions, was developed, and updated in 2023 Pavement Condition Index map which was shared with City Council on February 21, 2023. 

 

Based on the 2023 Pavement Condition Index map, City staff has developed two lists of potential road improvement projects for City Council feedback.  We are requesting that Council provide direction on the priority order of these projects.  The two distinct lists of staff recommended road projects shown below are segregated because of the different funding available for arterial/collector roads versus residential streets.  After Council prioritizes the projects, staff will maximize current available funds, incorporate value engineering into the design, and continue to pursue grant opportunities based on the road category.

 

Staff recommendation of arterial/collector road improvements

1.                     Lathrop Road (Union Road to Highway 99)

2.                     Louise Avenue (Main Street to Highway 99)

3.                     Airport Way widening (Wawona Street to Drain 5 south of Golf Course)

4.                     Center Street (west of Union Road)

5.                     Wawona Street (Union Road to Locust Avenue)

6.                     Mission Ridge Drive (Tahoe Street to Vanderbilt Court)

7.                     Spreckels Avenue (Moffat Boulevard to Yosemite Avenue)

8.                     Woodward Avenue (Main Street to Pillsbury Road)

9.                     Yosemite Avenue (Airport Way west to Rail Road tracks)

 

 

Staff recommendation of residential streets

A.                     Shasta Park area, boundary Main Street, Louise Avenue, Edison Street and Highway 99

B.                     Cotta Park area, boundary Union Road, Wawona Street, Main Street, and

Highway 120

C.                     Union West Park area, boundary Grand Prix Avenue, Mercedes Avenue, Wawona Street, Union Road, and Yosemite Avenue

No fiscal impact associated with this discussion item.  Available funding for specific projects will be identified later after city council has completed the prioritization.
