Background:

Composition of the Committee:

The Manteca Senior Advisory Committee consists of nine regular members and two alternate members. Five regular members of the Committee shall be appointed to three-year terms and the alternate members will be appointed on an annual basis by City Council. The remaining two regular member of the Committee are appointed by the Trips N’ Tours group and the Bingo Committee and also serve a three-year term. The members must be residents of the city or reside in the County with a Manteca address, be at least fifty years of age, and must be a currently active volunteer at the Senior Center.

 

Number of Vacancies and Recruitment Process:

There are currently five vacancies for the City Council appointed portion of the committee, they are as follows:

 

                     One expired member term for Lorrene Jo DeClusin. The applicant will be appointed to a term beginning immediately and expiring December 31, 2026.

                     Two unexpired member terms for Peggy Thompson and William Helpley. The applicants will be appointed to the remaining terms of Ms. Thompson and Mr. Helpley’s three-year term, beginning immediately and expiring December 31, 2024.

                     Two expired alternates, one expired term for Esther Mack and one currently vacant position. The applicant(s) will be appointed to a term beginning immediately and expiring December 31, 2024.

 

The City Clerk’s office will begin soliciting in October 2024, to fill the vacant and expiring member terms before they expire.

 

The City Clerk’s Office conducted a recruitment from February 16, 2024, to March 8, 2024, to fill the vacancies. Announcements were placed on the City’s website, published in the Manteca Bulletin, and the City’s social media. As a result of the recruitment efforts, four applicants completed the application and initial interview process. On March 26, 2024, the City Council 2x2 for Boards and Commissions interviewed the following applicants:

 

                     Lorrene Jo DeClusin (Incumbent)

                     Kenny Havens

                     Patrick Malone

 

The City Clerk’s Office contacted the following applicant to complete the initial interview process. However, the office was unsuccessful. The City Council 2x2 for Boards and Commission has not interviewed the below qualified applicant:

 

                     Milagro Abarca

 

Applicants are all residents of the City of Manteca (or County with Manteca address) and at least fifty years of age, and are active members at the Senior Center which meets the membership requirements.

 

Fiscal Impact:

Minimal advertising costs associated with the Manteca Bulletin.
