Adopt a resolution approving Professional Services Agreements with R.E.Y. Engineers, Inc. and DF Engineering, Inc. for On-Call Civil Improvement Plan Check Services; and authorizing the City Manager, or their designee, to execute the Agreements on behalf of the City.

Background:
The City of Manteca Engineering Department has utilized consultants in the past on an as-needed basis to supplement development plan check services when workload and/or staff levels prevent timely delivery of these services by City staff, consistent with the department goals. Having a consultant(s) on retainer to assist with these services helps meet the ebb and flow of development demands in a cost effective and timely manner.
A Request for Proposals (RFP) was issued on April 7, 2025, to invite interested firms to provide proposals for On-Call Civil Improvement Plan Check Services. On April 28, 2025, the City received six (6) proposals that were then reviewed by an evaluation committee consisting of four (4) engineering staff members. Based on the advertised RFP’s criteria, the evaluation committee concluded that R.E.Y. Engineers, Inc. and DF Engineering, Inc. were the most qualified firms to provide the services requested.
Staff is requesting that the City Council approve the respective Agreements for On-Call Civil Improvement Plan Check Services with R.E.Y. Engineers, Inc. and DF Engineering, Inc. for a combined not-to-exceed limit of $150,000 over a one-year term with the option for two (2) one-year extensions, resulting in a potential combined total not-to-exceed amount of $450,000.
Fiscal Impact:
Funding for these on-call service agreements with R.E.Y Engineers, Inc. and DF Engineering, Inc., not to exceed a combined total of $150,000, is included in the FY2025-26 proposed budget under the Engineering Fund (Fund 810) Professional Services Plan Check Account.
The costs for these agreements will be reimbursed by development fees collected from the respective developments reviewed, resulting in no net cost to the City.
