Adopt a resolution approving Plans and Specifications for the Yosemite Avenue Pavement Improvement Project STPL-5242(042) (District 3: Walnut Ave to West City Limit); amending the Fiscal Year 2025-2026 Capital Improvement Program (CIP) to include the Yosemite Avenue Pavement Improvement Project STPL-5242(042) (Project) and assign a CIP Number; approving the California Environmental Quality Act Notice of Exemption determination for the Project; authorizing a Call for Bids; and authorizing the City Manager or designee to award the Project construction contract up to $5,762,744 inclusive of a 10% contingency and take all appropriate actions necessary to carry out the purpose and intent of the resolution. (Exempt from CEQA pursuant to 14 Cal. Code Regs. § 15301(c).).

Background:
On October 21, 2025, the City of Manteca City Council prioritized Yosemite Ave (Airport Way to Westerly Railroad tracks) and Yosemite Ave (Airport Way to Union Rd) as priorities 1 and 2, respectively, for future pavement improvement projects.
Staff worked with the San Joaquin Council of Governments to identify $5,762,744 in Federal Surface Transportation Block Grant (STBG) for pavement improvement along Yosemite Avenue.
To expedite the construction schedule and optimize use of funds, staff has prepared the Project Plans, Specifications, and Estimate (PS&E). The Project includes removal and replacement of existing asphalt, and new striping within Yosemite Avenue from Walnut Ave to the West City Limit.
The Engineer’s Estimate for the Project is $4,500,000 plus a 10% construction contingency estimated at $450,000 for a total estimated cost of $4,950,000. Additionally, a separate contract for construction management and inspection services will be brought for Council consideration at the next Council meeting.
The California Department of Transportation has reviewed and determined that the Project qualifies for Categorical Exclusion under the National Environmental Policy Act.
Staff has reviewed and determined that the Project is Categorically Exempt under the California Environmental Quality Act (CEQA) pursuant to 14 Cal. Code of Regs. § 15301(c), Class 1 “Existing Facilities”.
A Notice of Exemption is filed with the San Joaquin County Clerk/Recorder and the State Clearinghouse for the Project within five days of approval pursuant to 14 Cal. Code Regs. § 15094. PS&E have been completed for the Project and are available for review in the Engineering Department.
To ensure the Project moves forward most expeditiously and potentially mitigate higher costs due to recent volatility in oil prices, staff is requesting City Council authorize the City Manager or designee to award the construction contract up to the full STBG funding amount of $5,762,744, inclusive of a 10% Project contingency. If bids exceed this amount, staff would first seek to negotiate with the contractor to reduce scope or alternatively reject all bids and re-advertise the Project.
Fiscal Impact:
Funding for this Project is included in the Fiscal Year 2026-27 budget.
This Project is funded by STBG, and the required 11.47% City match will be funded by Measure Q.
There is no General Fund impact associated with this item.
