Background:

The City of Manteca Engineering Department (Engineering) is planning to apply for transportation grant opportunities to improve safety and existing infrastructure within the City of Manteca. Engineering has reviewed a list of available grants and determined that the City would be competitive in the following upcoming grant opportunities:

1.                     Safe Streets and Roads For All (SS4A)

2.                     Highway Safety Improvement Program (HSIP)

3.                     Caltrans Active Transportation Program (ATP)

 

Engineering issued a Request for Proposal (RFP) on February 13, 2024, to invite qualified firms to provide proposals for on-call grant research, writing, and management services.

 

The City responded to all questions received on February 26, 2024, and February 29, 2024. The RFP closed on March 11, 2024.

 

The City received proposals from the following firms:

                     APTIM Environmental & Infrastructure, LLC

                     BKF Engineers

                     DeHart Consulting Group, LLC

                     Engineering Solutions Services

                     Evan Brooks Associates, Inc.

                     Kimley-Horn and Associates, Inc.

                     Mark Thomas & Company, Inc.

                     R.E.Y Engineers, Inc.

 

The City established an evaluation committee consisting of three (3) panel members to review received proposals.

 

Based on the advertised RFP’s criteria, the evaluation committee concluded that Kimley-Horn and Associates, Inc. was the most qualified firm, and meets the specific goals to provide the on-call grant research, writing, and management services.

 

Fiscal Impact:

The Professional Services Agreement is structured for a not-to-exceed amount of $75,000 annually and for a total amount not-to-exceed $225,000.00 over the duration of the agreement.

 

Funding for this service will be budgeted in Professional Services Consultant (Account No. 810.45.41.000-6000.10) annually through the term of the agreement. No appropriation is needed at this time.
