Approve Traffic Calming Measures (speed lumps) along: Sandra St. (between Dolcinea Ln. and Austin Rd. - District #2); Leo St. (between Dolcinea Ln. and Sandra St. - District #2); Elm Ave. (between Elm Ct. and Argonaut St. - District #3); Fishback Rd. (between Westport St. and Daniels St. - District #1); Coffeeberry Ln. (between Feverfew St. and Catmint St. - District #2); and direct staff to take all appropriate actions necessary to implement the measures in accordance with the City of Manteca Traffic Calming Program 2025 Citywide Guidelines.

Background:
On September 16, 2025, the City Council adopted the City of Manteca Traffic Calming Program 2025 Citywide Guidelines (MTCP). The MTCP established a detailed five-step process for the City and residents to follow when working to address traffic concerns related to speeding.
The community along Sandra St. (between Dolcinea Ln. and Austin Rd.), Leo St. (between Dolcinea Ln. and Sandra St.), Elm Ave. (between Elm Ct. and Argonaut St.), Fishback Rd. (between Westport St. and Daniels St.), Coffeeberry Ln. (between Feverfew St. and Catmint St.), completed steps 1 & 2 and City Staff completed steps 3 & 4 of the MTCP. Step 5 will be completed pending City Council approval. The complete stage 1 five steps are shown below:

The Engineering, Streets, Police, and Fire Departments have gone through the MTCP review process and agree that speed lumps (stage 1 traffic calming measures) at the subject locations are acceptable. Pending City Council approval, Streets staff will install the speed lumps. Attachment 1 shows the proposed locations of the speed lumps.
Fiscal Impact:
There are sufficient appropriations in the FY 2026-27 Operating budget in the TDA/Local Transportation Fund (Fund 460) for this expenditure.
