Background:
In 2006, a spending strategy was devised under the Public Safety Sales Tax Initiative to support the police and fire departments. Over a five-year period, a total of 13 Officers and 2 Sergeants were budgeted, with these personnel additions implemented within the initial three years of the plan. However, no additional personnel were slated for inclusion in Years 4 and 5 of the expenditure plan. Since then, the initiative has facilitated the addition of 5 more Officers, bringing the current count to 18 Officers and 2 Sergeants (a total of 20 funded positions).
Presently, the police department has 80 Sworn positions allocated, comprising 65 Officers, 10 Sergeants, 2 Lieutenants, 2 Captains, and 1 Chief. There are currently 79 filled positions out of the 80 allocated. There are currently two in the field training program. Additionally, there are two candidates undergoing background checks as part of their hiring process, and one police trainee will be attending the Academy in March 2025.
The recent acquisition of the COPS Grant has secured funding for five new positions. Unlike previous instances, these positions are not fully funded. Our plan entails two positions in FY25 (currently filled), one in FY26, and two in FY27 using this grant. This grant spans five years and must have the officers in place by year three. The current five-year funding sources will include the general fund, COPS Grant and Measure M. Year one funding source will be from the general fund and COPS Grant. The next four out years will include Measure M funds.

There is no fiscal impact for current fiscal year.
