Background:

The California Vehicle Code (CVC) allows local authorities to increase or decrease the posted speed limits by ordinance to appropriate limits as determined by an Engineering and Traffic Survey (ETS) for speed limits. The City periodically performs ETSs for various road segments in the City to establish posted speed limits.

 

On May 2, 2023, the City Council waived the first reading and approved the current Engineering and Traffic Survey for Speed Limits.

 

On May 16, 2023, the City Council waived the second reading and adopted an Ordinance of the City Council of the City of Manteca, State of California, Amending Manteca Municipal Code Title 10 Vehicles and Traffic, Chapter 10.12 Speed Limits, Section 10.12.020 Designated (speed limits on certain city streets).

 

On June 18, 2024, the City Council waived the first reading and approved Amendment No. 1 for the Engineering and Traffic Survey for Speed Limits.

 

On August 20, 2024, the City Council waived the second reading and adopted an Ordinance of the City Council of the City of Manteca, State of California, Amending Manteca Municipal Code Title 10 Vehicles and Traffic, Chapter 10.12 Speed Limits, Section 10.12.020 Designated (speed limits on certain city streets).

 

Members of the public have expressed safety concerns to the City’s Traffic Solutions Committee and requested a reassessment of the speed limit along Crom Street between Union Road and Airport Way.

 

Engineering staff conducted an ETS, as defined in Section 627 of the CVC, which requires consideration be given to the prevailing speeds, collision records, pedestrian and bicycle activity, roadway traffic and roadside conditions not readily apparent to the driver.

 

Based on the most current California Manual on Uniform Traffic Control Devices (MUTCD) 2026 Edition and CVC sections 22357, 22358.5, and 22358.6, speed limits are established based on the following steps:

1.                     85th Percentile (collected on 6/18/2026) is 37 mph.

2.                     City of Manteca rounded the 85th-percentile speed down to the nearest 5 mph increment, as allowed by California Vehicle Code section 22358.6(b), resulting in a speed limit of 35 mph.

3.                     City of Manteca reduced the speed limit by 5 mph from the nearest 5-mph increment of the 85th-percentile speed, as authorized by California Vehicle Code section 22358.6(b), resulting in a speed limit of 30 mph.

The justification for reducing the speed limit by 5 mph from the nearest 5-mph increment of the 85th-percentile speed using CVC Section 22358.6(b) is based on the following conditions: 1) Crom Street between Union Road and Airport Way is in close proximity to Stella Brockman Elementary School and fronts a residential district; and 2)  the segment is located within a built-out residential area with no expected roadway expansion. These factors contribute to a roadway environment with increased pedestrian exposure and support consideration of a reduced speed limit in accordance with CVC Section 22358.6(b).

 

Amendment No. 2 for The Engineering and Traffic Survey for Speed Limits dated August 18, 2026, recommends changing the posted speed limit for the following segment:

 

 

All other posted speed limits are to remain the same.

 

Fiscal Impact:

There is no General Fund Impact.

 

There are sufficient funds allocated in the Traffic Calming funds if needed for the replacement of the speed limit signs.
