Planning Commission conduct a public hearing and consider the following:
1. Adopt a Resolution recommending that the City Council find the 4-C Ranch Annexation Project exempt from further environmental review pursuant to Section 15183 of the California Environmental Quality Act Guidelines, approve Annexation (ANX 21-25) authorizing Staff to initiate annexation proceedings for APN: 208-080-10, and by ordinance approve Prezone (PRZ 21-26) assigning APN: 208-080-10 with an R-1 (One-Family Dwelling) prezone designation by amending the Zoning Map set forth in Section 17.20.040 of Chapter 17.20 of Title 17 of the Manteca Municipal Code; and
2. Adopt a Resolution recommending that the City Council approve Tentative Subdivision Map (TSM 21-24) for 68 single-family residential lots, including associated open space and public improvements, for the 4-C Ranch Annexation Project located at 9683 E. Louise Ave., (APN: 208-080-10).

PROJECT DESCRIPTION:
The 4-C Annexation Project is proposing the annexation of an unincorporated 19.68± acre parcel from San Joaquin County into the City of Manteca. The Project parcel will be prezoned into the (R-1) One- Family Dwelling zone district, consistent with the (LDR) Low-Density Residential General Plan Land Use designation. The Tentative Subdivision Map proposes to subdivide the 19.68± acres into 68 single-family residential lots and a 2.09-acre park basin, resulting in a density of 3.5 units to the acre. The proposed lots will range in size from 6,233 square feet to 14,537 square feet. The Project will include public improvements along E. Louise Ave., with a single point of access at Vasconcellos Ave. The subdivision’s proposed circulation will connect to the existing subdivision to the west and provide street stubs for future street connectivity to the north and east of the Project.
ENVIRONMENTAL DETERMINATION:
An environmental checklist was prepared for the Project pursuant to Section 15183 of the CEQA Guidelines. The analysis concluded that the proposed Project is consistent with the 2043 General Plan EIR (and subsequent Manteca General Plan Amendment, 2024) certified on June 19, 2023 (SCH #2020019010).
Cumulative impacts associated with the development and buildout of the Project site, as proposed, were fully addressed in the 2043 General Plan EIR. Because the proposed Project is consistent with the land use designation and development intensity assumed under the General Plan and analyzed in the General Plan EIR, implementation of the Project would not result in any new cumulative environmental impacts beyond those addressed in the General Plan EIR.
