Approve subrecipient agreements with Second Harvest of the Greater Valley, HOPE Ministries and PREVAIL for FY 2025-26 Community Development Block Grant (CDBG) grantees and authorize the City Manager to execute the subrecipient agreements and any related documents necessary to implement the projects.

Background:
The City of Manteca receives annual Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds from San Joaquin County, which acts as the entitlement agency for the U.S. Department of Housing and Urban Development (HUD). These federal funds support local projects that provide affordable housing, improve living environments, and expand economic opportunities for low- and moderate-income residents.
On March 18, 2025, the City Council held a public hearing to review staff’s recommendations for allocating approximately $426,003 in CDBG funding for FY 2025-26. Staff presented eligible projects consistent with the priorities outlined in the City’s Goals and Priorities.
In June 2025, HUD approved San Joaquin County's final CDBG budget, which included a $5,990 reduction to the City of Manteca's allocation, resulting in a revised total of $420,013. To maintain compliance with the 15% public service funding threshold, staff recommended proportional decreases to public service program allocations and proposed redirecting the reduced funds to the Manteca Navigation Center project.

The attached agreements have been prepared consistent with Council direction from March 2025. These agreements follow the same format as in prior years and have been approved by San Joaquin County, which administers the CDBG program.
Fiscal Impact:
The City of Manteca, as a subrecipient of San Joaquin County, will receive $420,013 in CDBG funds for FY 2025-26 to support its approved grant programs and projects. Funding for these agreements has already been included in the adopted budget, and there is no General Fund impact.
